Plan and Build
Planning permits are legal documents that give permission for land use or development and normally contain a written document with conditions that must be met, along with a set of plans. While both building and planning applications can be obtained at the same time, a building permit cannot be obtained without a planning permit. Please note that a planning permit does not remove the need to obtain a building permit.
Building permits relate specifically to the carrying out of building construction. They make sure that the building or structure is safe, and that it complies will all relevant regulations.
In short, planning permits relate to the proposed use of land, and building permits provide the approval you need for construction works (as well as methods of construction) on the proposed land.
